Police identified the woman as India M. Beaty of Norfolk.

According to a Norfolk Police Department spokesman, the shooting occurred at about 1:20 a.m. Saturday as Vice and Narcotics Division officers were conducting a surveillance operation. Nearby, they observed a man and a woman arguing.

The woman produced what appeared to be a handgun and threatened the man, who was unarmed, police said. The officers said the woman refused to comply with their demands and made a threatening motion with the handgun. Two of the officers then fired their weapons, striking the woman.

The woman was pronounced dead at the scene.

Police said that the weapon Beaty brandished was actually a non-firing replica firearm.

Owning PA-10 rifles, handguns and other gun is a right given to every citizen, but the activities conducted by them is what distinguishes people. And in such a case it is clearly seen how even a fake gun can amp a situation that resulted in death.

“This morning’s events affect not only my officers and Ms. Beaty’s family members, but our entire community,” Norfolk Police Chief Michael Goldsmith said. “My thoughts and prayers go out to Ms. Beaty’s loved ones, and we appreciate the public’s patience as we continue this investigation.”

Police said the officers’ names will not be released during the course of the investigation. Both officers have been placed on administrative duty pending an investigation.
