VIRGINIA BEACH, Va. (WVEC) — Police released the names of the two people shot and killed by officers outside a convenience store September 5.

Police said 35-year-old Angelo Delano Perry of Virginia Beach and 28-year-old India Kager of College Park, Md. died after Perry started shooting at officers, forcing them to return fire.

No information about the incident, itself. was released with the names.

The Virginia Beach Police Department announced it will hold a news conference about the incident at 2 p.m. Tuesday.

The night of the shooting, Master Police Officer Tonya Borman said the department received information about a man who was a person of interest in a homicide investigation.

That man, who would turn out to be Perry, was inside a car at 7-Eleven, located at the intersection of Lynnhaven Parkway and Salem Road Saturday night.

Borman said as officers approached the car, Perry started shooting at them. A bullet went through the clothing of one officer, but it did not hit the officer.

Police returned fire, killing Perry as well as Kager who had been driving the car.

Kager’s baby also was in the car but was not hurt.

Neighbors told 13News Now that may have been the most outrageous part of what happened.

“That situation kind of upsets me,” said Julian McDowell. “That’s a kid.”

Police have not said if officers knew a child was in the car.

The baby is in the care of Child Protective Services.

Borman said police recovered a firearm from the scene.

13News Now checked on-line court records which showed Perry had convictions in 2001 that included Malicious Wounding and Assault and Battery of a Police Officer. Perry served time in a state prison.

Kager’s father said by telephone Monday night he was too grief-stricken to talk at length about his daughter’s death.

Her mother posted a tribute to Kager on her Facebook page. Gina Best wrote:

Rest In Paradise, my beautiful daughter, India Kager.

I’m asking for your prayers and support as we try to cope. My daughter was killed this morning in a police involved shooting in Virginia Beach. She was the unarmed driver of the vehicle. My 4 month old grandson, Roman, was also in the vehicle but unharmed.

My…heart…aches. I am totally devastated…

The officers involved will remain on administrative duty pending investigations that involve internal affairs, the homicide unit supervisor and the Office of the Commonwealth’s Attorney.

Detectives are continuing to look for other people who may be connected to the original homicide investigation that led police to the convenience store.
