A 22-year veteran LAPD officer was arrested Tuesday on charges that he sexually assaulted a 13-year-old female family friend in Torrance, a city in Los Angeles County.
The female victim is the daughter of a fellow Los Angeles police officer. The Blue Line that cops consider their brotherhood was definitely broken in this case.
Officer Kenneth Collard, 51, is facing three counts of committing a lewd act on a child and one count of sexual penetration by a foreign object, according to the Los Angeles County District Attorney’s Office.
On April 4, 2018, Collard was staying at a LAPD officer’s house after a party in Torrance. Following the party, Collard had a few drinks and was encouraged by his LAPD co-worker not to drive back to his Riverside home.
But during the middle of the night, Collard entered the victim’s bedroom and sexually assaulted the teenage girl, a statement says.
Days later, the girl went to her LAPD father to report the sexual abuse. Police then launched an investigation which included the analysis of forensic evidence.
Warrants were soon gathered and processed for Collard’s arrest.
An LAPD spokesman said Collard was placed on paid administrative leave when the investigation began.
“The Los Angeles Police Department is aware of this arrest and the department has initiated a personnel investigation; however, if the accusations are true, this officer will (be) prosecuted to the fullest extent of the law and will face severe repercussions in regards to his employment as well,” according to a LAPD statement.
Collard posted a $400,000 bail on the same day of his arrest.
