Counselor Charged With Sexual Assault Against Teenager He Use To Counsel

A 51-year-old counselor is accused of having sex with a 16-year-old ward of the state at Woodfield Mall, authorities said today.

Kelvin A. Perry, of the 4100 block of Brentwood Lane in north suburban Waukegan, has been charged with criminal sexual assault and aggravated criminal sexual abuse, Schaumburg police said in a release.

On Sunday, the 16-year-old victim told her foster mother and police that she went to Woodfield Mall in Schaumburg to meet Perry and they engaged in a sexual act in his vehicle, police said.

Perry previously counseled the victim, who is a ward of the state, through a social services agency in Lake County, police said.

Perry was arrested without incident at home early Monday, said Schaumburg police Sgt. John Nebl.

The social service agency – which police are not naming to avoid identifying the child – was promptly notified of the accusations, Nebl said. Police are not aware of any other alleged victims, he said.

Charges were approved Tuesday night and Perry is expected to appear for a bond hearing at the Leighton Criminal Court building at midday.
