The city of Chicago has gotten so thirsty for cash that their city employees are now acting like gangster tow truck drivers.  When did the Boot Man have the right to chase down citizens to put boots on their cars?

Normally they put the boot on when the person is not  unaware or not in the presence of their vehicle, but this employee is chasing a citizen down the busy streets of Chicago while running red lights just to put a boot on the person’s car.

You would think they would have sense enough to give a description to the cops and go on to the next car but not these loyal employees.

They literally chased this person until all the rubber on the car was peeled off the tire.
