The husband of the former police chief of Country Club Hills was sentenced Friday to a year in prison for his role in his wife’s fraud scheme, in which $917,000 was redirected from a state job-training grant to help remodel her home, travel to Las Vegas and distribute cash to her friends and family.

In addition to his sentence, U.S. District Judge Sue Myerscough ordered Ronald Evans, husband of Regina Evans, to pay with his wife $917,194 in restitution to the Illinois Department of Commerce and Economic Opportunity for misusing the grant money awarded to the job-training program.

Evans pled guilty in August 2013 to one count of money laundering and wire fraud, while his wife pled guilty in June 2013 to fraud, and in a separate case, obstruction of justice, witness tampering and conspiracy to obstruct justice.

Regina Evans was sentenced in May to five years in prison, followed by three years of supervised release.

In 2009, a $1,250,000 state grant was awarded to We Are Our Brothers Keeper, a not-for-profit program owned and operated by the couple, which had the stated aim of helping its 40 participants receive bricklaying and electrical training and GED preparation.

Prosecutors said the couple misused the grant for their personal benefit, by distributing money to family members, friends and associates, and to repay debts. During the time in which the couple received the grant, they were struggling to make payments on the Regal Theater they owned, and would eventually lose it to foreclosure.

The spending spree also included $4,200 for a trip to Las Vegas and $46,000 for remodeling the couple’s Country Club Hills home, which included the cost of marble furniture and the installation of a bidet, prosecutors said.

Little of the training proposed in the grant agreement was ever completed, prosecutors said.

Upon the completion of his sentence, Ron Evans is ordered to six months of home confinement and two years of supervised release.
