Two young women from Tampa were found dead in Jacksonville this morning, left tied up and naked along the side of a road, according to witnesses.

Deputies in Jacksonville say it was early this morning when they received 911 calls from witnesses who couldn’t believe what they were seeing on the city’s north side.

“I did a U-turn to see if it was a dead animal. That’s when we saw that it was one laying on top of another that looked like they were tossed from the overpass,” Jason Brown told FOX 30 News.

Jacksonville deputies later identified the victims as 19-year-old Angelia Ella Mangum of 18th Street in Tampa, and 17-year-old Tjhisha Monique Ball of College Park Court.

Investigators say the medical examiner would have to determine the exact cause of death, but witnesses described a “sickening” scene along Sisson Drive.

“They were naked, bound. They had, like, zip ties around their hands and their feet,” Alton Soles recalled.

“They were hog tied like wild animals,” Brown said.

Tjhisha’s stunned family said she was a stripper who bounced around between Tampa and Jacksonville and had started hanging out with what they said was the wrong crowd.

Her mother said she last spoke to Tjhisha two weeks ago, and blamed herself for not seeing the warning signs earlier.

“I feel like sometimes like I failed, like what could I have done? What could I have taught her better?” Jarlean Moore said softly. “It just hurts. It hurts.”

“She was the life of the party,” Tjhisha’s sister Crystal Moore offered. “She was very brave and outgoing. I just don’t understand what happened.”

Investigators in Jacksonville are asking for anyone with information to contact them via CrimeStoppers at 1-866-845-TIPS.

Meanwhile, two communities on opposite sides of the state will now be waiting for a break in the case.

“My prayers go out to their souls and their families,” Brown added.
